The results of the state supervision and sampling survey of children and infant clothing products released recently showed that the rate of passing out of 26 kinds of infant clothing (category A) was 88.5%, and that of 79 kinds of children's clothing (category B and C) was 86.1%.

It is reported that AQSIQ organized the national supervision and spot checks on the quality of children and infant clothing products in the first quarter of this year.

A total of 105 products produced by 100 enterprises in 8 provinces and municipalities in Beijing, Tianjin, Hebei, Shanghai, Jiangsu, Zhejiang, Fujian and Guangdong were surveyed.

Combined with the development status of the industry and the quality demand of consumers, this sampling inspection highlights the basic safety items and important wear performance according to the relevant national standards and the product's express quality requirements. The key items are 9 items, namely, decomposing decomposable aromatic amine dyes, formaldehyde content, pH value, sweat resistance, water resistance, friction resistance, saliva resistance, sewing strength (buttons, clothing belts) and fiber composition and content of fabrics.

Spot checks found that 14 small and medium enterprises produce some of the products are not up to standard, including the baby Fang Xi, H&M and other more well-known brands.

The quality problems of spot checks of unqualified products include: 1 kinds of woven dress and 1 kinds of children's trousers, formaldehyde content exceeds the standard limit value, 5 kinds of children's clothing pH value items are not qualified, 10 kinds of fabrics (or material) fiber content is not consistent with the express logo.

From this we can see that the problem of fiber content is not qualified.

According to the introduction, the formaldehyde in clothing mainly comes from various finishing agents, fixing agents, waterproofing agents, softeners and adhesives used in the process of clothing finishing.

Xie Hui, director of the inspection center of Hunan Fiber Inspection Bureau, told reporters that because the skin and body of infants are more tender than adults, they are more sensitive to toxic and harmful residues of clothing fibers and textiles. Therefore, in the national standards of clothing and textiles, the infant clothing has been put forward more stringent requirements, which stipulates that the formaldehyde content in each kilogram of fabrics should not exceed 20 mg.

In addition, the main reason for exceeding the pH value is that the process after printing and dyeing is not rinsed sufficiently.

Judging from the results of supervision and spot checks for 6 consecutive years, the qualified level of children's and infant clothing products produced by domestic enterprises has been steadily improved. The passing rate of product sampling has increased by about 25 percentage points over the past 6 years, and has remained between 86.7% and 89.5% in the past 3 years.

From the point of view of spot checks enterprises, the quality of products of large enterprises is generally good. On the main quality items, it is forbidden to control the decomposed aromatic amine dye detection items well, and the inspection items for buttons and tensile strength of infant garments are not detected.

However, in recent two years, the problem of fiber content in some products is inconsistent.

It is understood that the national quality supervision and spot check of this product quality also conducted a follow-up spot check on the products of 16 enterprises that failed to spot checks in 2010.

Spot checks found that in addition to 6 enterprises no longer produce, among the remaining 10 enterprises, 9 enterprises' products were qualified in this spot check, and 1 enterprises still failed in their product quality.

Combined with the state supervision and spot checks in the past 6 years and the local supervision and inspection situation in Guangdong, Zhejiang, Fujian and other children's clothing production areas, AQSIQ held the national quality supervision and inspection of children's and infant clothing in 2011 this year in April 26th.

The analysis will review the state supervision and spot checks and the local supervision and inspection of children's clothing in recent years, analyze the current situation of the quality of children's and infant clothing products industry in China, and invite experts to interpret the relevant new standards.

The analysis will also provide clear quality requirements and technical improvement methods for production enterprises, especially for enterprises with unqualified state supervision and spot checks, and invite some production enterprises to exchange experience in production technology and quality management.

The relevant director of the product quality supervision department of the AQSIQ indicated that it hoped to urge the enterprises to improve the quality level, ensure product quality and safety, and promote the healthy development of children and infant clothing industry.
