In order to speed up the adjustment of industrial structure, standardize project entry and promote energy conservation and emission reduction, the Ministry of industry and information technology has recently promulgated the "printing and dyeing industry access conditions (Revised Edition 2010)" (industrial consumption [2010] ninety-third) and the "viscose fiber industry access conditions" (2010] ninety-fourth).

In the future, the investment record, construction, environmental impact assessment, land supply, credit, quality, safety supervision, production and operation of printing and dyeing and viscose projects will be taken as a basis to promote the sustainable development of the industry.

The Ministry of consumer goods division of the Ministry of industry and Commerce said that energy conservation and emission reduction and elimination of backwardness are the key tasks of the textile industry readjustment and revitalization plan, and also the direction of adjustment and upgrading of the textile industry.

The task of printing and dyeing and viscose industry is heavier, and the relevant standards and requirements urgently need to be standardized.

Therefore, according to the requirements of the "textile industry adjustment and revitalization plan", the Ministry of industry and information technology combines the industry's technological progress, energy saving, emission reduction and elimination of backward goals and objectives, and based on extensive investigation and research and seeking opinions from all sides, the entry conditions of these two industries will be clarified.

This will accelerate the structural adjustment and industrial upgrading of China's dyeing and viscose industry, promote energy saving and emission reduction, prevent low-level redundant construction, eliminate backward production capacity, optimize the industrial layout, and achieve the healthy and sustainable development of viscose fiber industry.

It is understood that since the implementation of the "printing and dyeing industry entry conditions" promulgated in February 2008, it has played a positive role in preventing low-level repetitive construction, standardizing the entry and approval of new and expanded printing and dyeing projects, and promoting structural adjustment.

Due to the rapid progress of energy conservation and emission reduction technology in the textile industry in the past two years, the original entry requirements need to be further improved and improved, and the requirements for the existing enterprises need to be further strengthened. For this reason, the Ministry of industry and Commerce will work with the relevant departments to revise the "printing and dyeing industry access conditions" (promulgated by the development and Reform Commission on 2008 Announcement No. fourteenth).

The revised entry requirements include the following 8 aspects: enterprise production layout, process and equipment requirements, quality and management, resource consumption, environmental protection and comprehensive utilization, safety production and social responsibility, supervision and management, and supplementary provisions.

When it comes to the introduction of the "admittance conditions for viscose fiber industry", the Ministry of industry and Commerce said that China's viscose fiber industry has developed rapidly in recent years, and its capacity and output have accounted for more than 50% of the world. However, in the process of rapid development, there are problems such as heavy reliance on imports of raw materials, three increase in pressure on waste emissions and governance, and uneven development between regions and enterprises.

According to this situation, the "admittance condition of viscose fiber industry" has mainly taken into account the layout of enterprises, process and equipment requirements, energy consumption and three wastes discharge targets, quality and management of viscose fiber enterprises, occupational safety and health and social responsibility, supervision and management.
