Adjustment Of Economic Structure

"The adjustment of demand structure is the adjustment of the national income distribution relationship, and the resistance of adjustment is imaginable."

In April 18th, Chi Changsheng, executive director of the international economic research center of the international cooperation center of the national development and Reform Commission, said on the "macro economic situation and enterprise development strategy forum".

Chi Changsheng, starting from the external environment of China's economic development, analyzes the impact of the financial crisis on the pformation of the economic development mode. It points out that the crisis not only provides opportunities but also challenges, mainly in the following aspects: first, the pition pressure of the economic growth model is increased.

This is mainly due to the fact that the export growth rate can hardly be restored to pre crisis levels, and it is difficult for the domestic market to form an alternative space for export in the short term.

In addition, the low cost advantages of supporting economic growth, such as labor, resources and land, began to weaken.

Second, the difficulty of adjusting the economic structure has increased significantly.

Chi Changsheng pointed out that the demand structure adjustment is the adjustment of the national income distribution relationship, which will directly affect the adjustment of the interests of the three governments, enterprises and residents. It will also involve the reform of the fiscal and taxation system, the financial system, the monopoly industry system and the price formation mechanism of resource elements. "The resistance of adjustment is conceivable, and the difficulty of adjustment is far greater than the adjustment of supply structure".

Third, the hard constraints of resources and environment are more and more intensified.

Chi Changsheng said that because China is in the period of accelerated development of industrialization and urbanization, the growth of consumption of energy and resources will be a long-term trend.

Even if energy conservation measures are adopted and resources utilization efficiency increased, the increment of energy resources consumption will still exceed that of other countries in the world.

Therefore, the international community demands that China's pressure to reduce emissions will further increase.

Fourth, structural reform is facing unprecedented challenges.

Chi Changsheng said that in the coming period, reform needs to be shifted from the past gradual, easy, difficult, partial or incremental reform to a strategic breakthrough stage, with a focus on breaking through the key links restricting the strategic pformation of the economy.

The reform will also extend from the economic field to the political, social, cultural and other fields. It needs not only to push forward from top to bottom but also to the extensive participation of the whole society.

Chi Changsheng believes that the crisis also provides opportunities for pformation. China should seize the opportunity of developing new strategic industries, develop green energy and low-carbon economy, strengthen investment, trade and monetary and financial cooperation with emerging market economies, accelerate the development of urbanization, and encourage enterprises to "go out" and implement international mergers and acquisitions.
